unfortunately you need to score 67 to qualify for EE.
what's your profile?
have you done ECA? IELTS?
do you/your spouse have a direct relative in canada?
are you married?
Age : Points 12
IELTS 17
ECA: 21
Experiance 15
single
no relative in canada

Whatever is your FSW score it does not make any sense for EE.
If your FSW score is below 67, then also you may eligible for EE.

These factors are part of a 100-point grid used to assess federal skilled workers. This means you earn points for how well you do in each of the six factors. The total points will show if you qualify for the Express Entry pool. The current pass mark is 67 points.

Well, he may be eligible in FST or CEC.
But you're right that 67 points is still a requirement in FSW-EE
The only way yu can qualify if you increae you Ielts score!! You need high scores like others. Inprove your ielts score by scoring listening between 6 to 7.5, and other 3 sections would 6.5 or 7 and in any one section out of three you score 6 it will boost your point. Not a very high score you can achieve it
what is FST or CEC. ?
YH thts the only option left to give ielts again ....n score 7 in all at least
