First thing first...you need to take IELTS as soon as possible (and I hope you have prepared for it)
Colleges will take anything from 15 days to a month to respond once you apply.
I can't tell you when it is right time to apply for college but I think colleges will require your IELTS result. So may be you should apply after giving IELTS.
The last date for applying for GIC for january 2014 intake is 22 November 2013 and th elast date for applying for visa is 30 november 2013
Plan according and best of luck ...
A1- Book your IELTS score when you feel that you are fully prepared to score 7 Bands
A2- Apply to Colleges / Unis the day you receive hard copy of your IELTS score.
A3- Once you receive unconditional admission offer letter from your preferred college, pay the 1st Semester / 1 year tuition fee and get GIC on same day through your bank.
A4- Apply for Visa once you receive GIC welcome kit and fees receipt from college.
Word of advise : Follow the SPP / General / University Checklist and make sure to attach a strong SOP / Study plan (no matter if its in Checklist or not and even if your consultant stops you from doing so)
