Scanned Pages of Passport: All Pages or Only Stamped Pages?

In last five years, I have two passports, one is expired and one recently renewed. I wonder if I have to provide all scanned pages (including blanks) of both passports or only the stamped pages? In PR I did only stamped ones and Bio, same should go for Citizenship? Please advice!

All pages (including blanks) of all passports held during the 5 year eligibility period, including expired passports.
Any stamps not in English or French should be translated too.
