If someone has filed for SINP EE program and has not accepted it then can the same person apply for Occupation in Demand Program.

Regarding funds, I uploaded online bank statement. Can I send now with bank manager sign on letter head on email ?
And how much time it may take to get a response from Saskatchewan?
