A quick question, when I move to canada from USa and take my car, I know I dont pay any duty but to register the car in Ontario, do I have to pay 13% tax on it? How much is the total fees I can expect to pay?

When I called them, the person I spoke with was really helpful and told me what I needed to know. We did not have to do anything with the RIV (or pay any fees) since my car is 18 years old and has almost no value, so I can't be of more specific help of how much this will all cost you. (And I think it depends on the age of the car too.)
But to my understanding there are about 3 steps- the declaring of the car to customs (on the B4) and paying any taxes/fees they require upon importation, the RIV step and any fees they require, and then the steps of registering your car in your province and whatever is necessary there. But if you call the RIV, they can probably talk you through the whole thing and can probably even give you the phone number for whoever you need to call in your province to figure out that side of it. (And tell you any forms or reports you might need to order in advance, like the recall clearance thing.)
