Hi there, CIC received my spousal application to sponsor my husband from Albania on Aug 25, 2016 and sent my sponsor approval letter Sept 28, 2016. Rome VO received my husbands PR file Oct 11, 2016. Since then the status says Review in Progress and medical passed. We sent the medical upfront. We have not heard anything since then. They responded to an email I sent in November 4 weeks after saying they received my husbands file in October and it's under review by a visa officer.
