Hi all, my PR is set to expire Dec 2023. I have not fulfilled the 2 out of 5 year RO. I will be flying back early 2023. Will I have any issues entering? I'm afraid CBSA will see that I haven't fulfilled my RO and deny me entry. Thanks in advance.

Agree with @Naturgrl that you will have no issue `traveling' to Canada and will not be denied entry by CBSA. However, it's possible that you may be questioned about not meeting your R.O., so be prepared, just in case.
How many days have you spent in Canada since Dec 2018?
It's also worth mentioning that your PR CARD will expire in Dec 2023, not your PR STATUS.

You must meet the 730 days in 5 years from your landing date not the expiry date of your PR card. So 5 year period likely ends in around October 2023. As others have indicated you will be let into the country. Impossible to say if you will be reported. The closer you are to the 730 days the better.
