Don't worry they do refund it, in case for some reason your application gets rejected at a later stage. However not refundable if you get the Visa & don't land! ;D
Absolutely right, Right of Permanent Residence Fee (RPRF )also know as Right of Landing Fee (ROLF ) worth of CAD $ 490 or 21,440 Indian Rs.each for adult and minor child does not requires to pay it , I too recently submitted it along with PPS and Medical which reached today ND VO.
