I have been asked to pay the "Right of Permanent Residence Fee". I got this instruction along with the instructions to get my medical done. Now my question is; does this mean that they are satisfied with my case and there will be no interview? or does paying the RPR fee means nothing?
I was told that paying this fees means that I am pretty much done and they shall be asking for my passports soon for the visa stamping? That sounds a bit too optimistic to me. I need your input please.

Yes it usually means your file is eligible for processing but security checks are on and now even background checks since people receive verification calls after medicals. Be positive it means application is moving ahead in the right direction.
