I am a 63-year-old American man with a good sized permanent pension (portable) and savings of approximately $100,000. I do not want to spend the rest of my life in this ugly and decaying country (USA). I have visited Canada in the past and enjoyed it very much. What would be my chances of retiring in Canada? Would I be welcome as a PR or citizen? Thank you.
Assuming you have no immediate family here (i.e. son, daughter, wife/common law partner), it's not going to be that easy. There is no retirement route for immigrating to Canada.
I would suggest you start reading below about the various immigration paths available. You'd essentially have to qualify either as a skilled worker or as an investor/entrepreneur. All of these routes have fairly specific requirements.

Note: You would have to become a PR first and would only then qualify for citizenship.
