When applying for Express Entry is it compulsory to be living in your country of citizenship? I have been living in another country for the last year (work visa) and would apply for the Express Entry from here rather than my country of citizenship.

Just asking because when I applied for the Canadian International Experience from the country where I'm currently residing rather than my country of citizenship which is Belgium, I was rejected because Belgian citizens can only apply from Belgium.
That's why I was wondering if the same would apply for Express Entry.
