My understanding is that if they haven't started processing your application yet, then you get the refund, even if you received the AOR. With some offices the turn around could be so fast that they could start processing quite soon and that is why Roger55 says ASAP. I agree with that. Unless of course you are at buffalo visa office

AOR means that they are letting you know that they already have received your documents, most of the time after the AOR receipt there is long, long waiting time to go, so your friend should be OK if he/she just received the AOR (it also responds your question, AOR also means Received by visa office)
I did receive my visa 2 years after I got the AOR if you aske me. (just as extra timing reference for you)
