for example the processing time for CPC ottawa is 17 months while on manila philippines its 12 months if you will be ask which one would you choose?

If you are an inland applicant, and you are still living in Cnaada, transferring to other visa offices is just non sense for me.
If you happen to check timelines of PNP October to Nov applicants, some got their passport requests already.
So the 17 months can be shorten to 8-9 months.
