I am May 2011 applicant and file was transfered to Seattle office on March 8/12. This is the reply I got from seattle office after I sent a case specific inquiry:
Due to the heavy workload, nation wide budget cuts and Buffalo office closing, Seattle has a backlog now.
Your file is pending for review by an immigration officer. We will contact you after the officer reviewed your file. Please do not contact us unless there is a change of address or change in your family composition. Please do not use the E-CAS on the website, it is not accurate and up-to-date.
Please understand that our office cannot provide you with an update of case status by email on a regular basis, but rest assured that we will contact you for the next stage of the processing of your file. Thank you for your patience in advance.

Is it safe to assume you live on the west coast then? Not trying to be personal, just trying to figure out why some applicants get transferred to seattle and others to detroit.

Earlier, the files used to be transferred to the consulate closest to the applicant's residence. But, more recently, all the files from Ottawa seem to be transferred only to Detroit. This is just a statistic observation.
