My parents became PR in 2019 when they landed and stayed for 2 months before moving back to home country with intention of coming back for longer period next year. Because of pandemic they got stuck and couldn’t come back till 2022. They came back in 2022 and stayed for 7 months at which point they have to go back again because of grandparents' health issues back at home country. Grandparents passed away in few months but by that time event if they returned, they wouldn’t have fulfill their residency obligation, so they didn’t come back after that.

I live in Canada and another sibling is in US. I want my parents to visit me. I have following options but some questions.

1 - can Parents apply for PRTD in home country with above details under H & C ground? If approved, can they come to Canada and apply for new PR card right away? If rejected, what is probability of them getting approved for visitor visa?

2 - Parents can come to US (already has visitor visa) and then my sibling can drop them to Canada via land border. Probability is high that border agent will report them. In that case, their PR will be revoked. Once PR is revoked, what is probability of them getting approved for visitor visa? If not reported, then they need to stay 2 years at a stretch which is hard for them in Canadian winter. Can they re-new PR internally with H & C ground?

3 - Should they just renounce they PR from home country without trying to keep the PR and then apply visitor visa?

NOTE: Any lawyer suggestion in Calgary area for this?
