Renewing PR Card After Receiving RQ

A friend of mine recently got RQ'd. Is it true that if you renew your PR card after receiving a citizenship RQ, your PR card will only be renewed for one year?

I never heard of PR card with validity of one year. Also, Will CIC guarantee you that you will receive Canadian passport in one year?
