You can apply anytime subject to the card having a validity less than 1 year. If there is a year or more left on the card CIC will send your application back. As per above post you need to meet the Residence Obligation of 730 days of physical presence in Canada in the 5 years prior to application date.
I became a resident in August 2008 and have been out of Canada a total of 66 days since. I don't want to apply too early, but I want to make sure I have it before I go again in late August 2013.
As one of the senior replied. It's less than a yr. Left,in your card n will expire in aug. n u also mentioned you,were outside canada only for 66 days so no worries there as well for 730 requitements. I will suggest you can ofcourse apply as it will take 89 days for renewal so go gor it as you have plans in,aug. it's better to be on safe side.
