You need to apply for real jobs in Canada and get an offer from an employer in Canada. That employer then needs to get an approved LMIA which is generally a 6 month process. Once you have the job offer and the employer has obtained an approved LMIA, you can then apply for a work permit to Canada on your own and without the help of an agency.
It's generally very difficult to find employers who are willing to go through the LMIA process because it is so long an expensive. But some people are certainly successful in securing an job offer.
Stay away from agencies. These job offers are pretty much all scams. Signs something is a scam are things like: they offer to pay for your flight or accomodations or food, they ask for high fees that are beyond the cost of a work permit, you get the job easily without an interview or with a very quick interview.
