To obtain points for relatives in Canada, can I send a copy of following documents?
1. PR CArd
2. Utility Bill
3. Driving Record from Driver's License office
The problem is most of my sister's stuff like Phone Bill, Bank Account, and pay checks are under my brother-in-law's name. So I dont think it will be wise to send his documents.
I need some advice
No problem, just provide then an explanation on a blank page of the other required documents..
and for proof u can attach your brother in law papers
and dont to forget to put birth sertificate of urs and sister, mentioning parents name on both

She does not have a birth cerificate but I got a relationship verification from the Local District Office. I hope that will work. It mentions both parents' name and all my sibling's name with a picture of each of us.

u have to show you sister Tax return as well,Moreover u can show ur relation by her father name on passport.
