Relatives in Canada

I have a friend who has his real uncle, brother of his mother living in Canada. They have birth certificates to prove relationship but while applying for his PR, his uncle did not mention the name of his mother as his sister in Additional Family Information form .
Can he still get points for relationship?

If he can prove it's his uncle for example with birth certificates of uncle and mom showing same parents and then his own showing that's his mom, he would be able to get points.
