You need to show the fund at the time of application. Also you need to maintain this fund up until decision has been made on your application.

Dear aman,
The required settlement funds depend on the no. of family members (spouse and children only) included in your application. Please refer to the following link for the actual settelement funds requirement for FSW 2013 applicants.
http://www.cic.gc.ca/english/immigrate/skilled/funds.asp
And I would reaffirm what m.ibrahim here has told that you need to show these funds at the time of application submission and need to be maintained until a decision is made on your application. Once the file gets transferred to the visa office, a fresh copy of the latest bank statement is usually asked. Well in order to accumulate the required balance people here have told about selling property or other assets that may be liquidated.
and btw your points for English would be as follows:
Listening 7.5 (5)
Speaking 7.0 (6)
Reading 6.0 (4)
Writing 6.0 (4)
Total:
19 points

ESZB.....is there any compulsion on the date of entry of funds in statement like a fresh entry in account statement will work?

Well a fresh entry/deposit can work but any large deposits just prior to the submission to application may raise suspicion of the visa officer that it has been borrowed from someone. Unless you back it up by proof that its your money e.g if you sold some property, gold etc. then you could add the relevant documents.
