Rejection on TRV

At what stage, rejection to TRV is coming? I have applied for my parents. So far, Biometrics and Eligibility completed. Does it mean the application went through?

If eligibility is completed. Then the application is mostly approved.
Most of the application are rejected during this phase. TRV doesn't require medical

Not true could still be rejected.

That could be due to false representation in documents or issue with background check right?

Could be for a variety of reasons. Eligibility can even be reassessed at any points until passport is stamped don’t book any flights. Actually even after passport is stamped the TRV can be canceled electronically but that is rare for new TRVs.
