If I were you I’d go back to the Germany authorities and explain the situation again, that it is for immigration to another country and the document they did provide isn’t accepted.

Given they issue it in ‘some’ circumstances, ie if you’ve not lived in another country, this is just Germany authorities being unreasonable.

I don’t think it’s CICs fault on this one
