Registering for an HST Number

Hi there,

I'm a little confused. I'm a permanent resident of Ontario Canada and want to register my business for an HST number. How do I do this? I heard immigrants can't apply the normal way, they have to call a number or something to register... It's all very unclear, can anyone point me in the right direction?

I can't register online because I have never filled out a tax return in Canada (hey ive only been a permanent resident for a few months). So many hoops to go through HELP!
