Where can one go to register for the English Test and how much do they cost roughly?
Also, where do I acquire the study material from?

Look up an IELTS test centre in your country. It will have study material and costs.
 
Thank you. We have a british council in my country. Does this qualify for canadian entry irrespective of it being done through a british council?
