Regarding Work Permit (Important)

Good Evening everyone,
I need a small advice, since during covid the processing time has largely increased to almost 200 days and additionally the pace of hiring too is low right now along with the uncertainty if they require an actual work permit rather than a submitted application, is it better if I apply for pgwp in my home country itself ?
