Regarding TRV process and application

Hi,
I received my work permit approval on Nov 13th and still haven't received my pgwp in the mail, I am thinking because of the Canada post strike but I also need to apply for my TRV since I plan to leave Canada to go to India for a family emergency. I wanted to know if I could submit my in-Canada approval letter instead of the actual document for my TRV application since I don't know when it will be mailed to me.

If anyone did the same, much help would be appreciated.

Yes should be fine. Would include a note explaining that you have not received the physical copy due to strike.
