I(Canadian) am planning to sponsor my spouse and have some inquiries in advance.

1. I'd like to submit all docs while my spouse is outside of Canada and my spouse will come to Canada while it's being processed. Where do I need to send the docs? to Sydney or Mississauga?

2. When my spouse goes through Canada immigration while the permanent residence application has not been approved, is there anything my spouse needs to bring or prepare to pass it?

3. Is it possible to apply an open work permit outside of Canada?
 
1) Per the Checklist, Sydney

2) is your spouse from a visa exempt country? if not, make sure that your spouse has a valid visa to enter canada i would make sure he has funds to show he can support himself, a return ticket, and he doenst hanve ALL of his belongings with him. he should also have paperwork to show the app is in progress including the AOR 1 and SA at minimum

3) no, thi is not possible. you have to apply inland in order to qualify to apply for an open work permit

As per the previous posters response. But just to state the obvious, that if he is from a visa-exempt country, he will of course need to get an ETA in advance.

And have more question. My spouse is from a visa-exempt country so he needs an eTA of course but wondering if it would be ok to apply the permanent residence after he comes to Canada as a tourist? or should he commit himself at the immigration what he plans to do?

Also can he extend the visitor's visa while the permanent residence is being processed?

You say 'spouse', so you are married? If so, then yes, of course he can apply for PR (via Spousal Sponsorship, either inland or outland if living in Canada). He will be asked the purpose of his visit so yes, he will very likely have to say that he is visiting you and if they ask that he will apply for PR. He should have good ties back to his country (return ticket, not be bringing everything with him, a house he live in back home etc.).

Yes. Normally you get 6 months, but CBSA can give you one year - it is entirely up to them. If he only gets 6 months, he can apply to extend while still in Canada.
