1. My permanent address: We sold our house, and moved to a new one 2 years ago in the same city in Punjab. While my passport still bears the same old address.
2. My present address: I moved to Delhi NCR 5 years ago and I have been living at 7 different addresses, near my different offices across Delhi, Gurgaon and Noida.
Where should I get PCC from and of what addresses?
Will the wrong address on my passport be a problem?

Police will need living proof of last one year; so in case you lived at two different address in last one year then Police will ask you to prove same; live via rent agreement of some other legal doc.
Mismatch in address mentioned on passport and current living address is not an issue at all.

I can provide my neighbors' contact but I will need to intimate them about this in advance. Also how long does it take for the process in general..couple of weeks or months?

I got PCC in 1 hour. No reference checks, they didn't even call the references I gave at the time passport renewal in December. But it would be wise to inform your friends/neighbors that you are sharing their details as references.

I applied PCC in India and it took them 3 weeks to provide same. In India if address on Passport is same as current staying then you get PCC on same day. For me they didnt called the references provided.

Not sure though but they may call. During renewal in my case when they came to our address for reference chk, they asked for neighbor reference and their details and visited them (its only across d street) but didnt called the references given in the application
