Regarding gap

actually i am international student in Canada arrived on December 2016. And classes started from January in Toronto. Due to medial reason was not able to attend the classes and withdrawn from the college by getting LOA from other college. i had withdrawn on 27 Feb and my classes will starting from 5 September of new college . Is this gap will effect my study permit?

Its going to put you in violation of study permit conditions. Somehow you can survive now, but what will you do at the time of PGWP application?
