My Sister has a Visitor Visa in Last Feb 2018 and Her Passport will be expired in July 2019. She got the new Passport now but they already got a Air Ticket so my question is She needs to re-apply for her Visitor Visa or She is able to enter Canda ?as her Visa will be expire on 21/07/2019.
They are flying in 27th May, 2019 so what do you recommend? Do we need to re-apply her visa again from Home Country? Thanks in Advamce for your Answer.

If a valid visa inside an expired document is presented at the POE along with a valid passport or travel document, the visa is considered valid. Therefore you will be fine and can simply travel to Canada with valid Canadian visa on old passport along with a valid new passport.

Do you mean they want to stay indefinitely in Canada?
Not a good idea. It is possible the CBSA officer might ask to see their return tickets + round trip tickets are much cheaper than two one-way tickets. Also, how long they are actually allowed to stay will depend on the officer they meet at the POE.
They would not want to show dummy return tickets at the POE. IMO, that's the same as no return ticket + attempting to misrepresent
