my profile 10th - 70%
12th- 51%
b.tech 64% (2013)
ielts 6.5 each
But the problem is 2010 was the regular time for b.tech . So please tell me , is my profile accepteble in any university or college for masters or diploma . If acceptable then suggest universities or college

I don't think your marks are good enough for a Master's. You should be aiming for a college program instead.
