Last time I "flagpoled" for my second visa I was interrogated by the US customs and I was so nervous I admitted to previous use of drugs in my youth which I haven't touched in years. He gave me a “Notice of Refusal of Admission/Parole into the United States” told me in futirte I have to say I was refused entry into the states and sent me on my way back into Canada which I obtained my visa.
I recently was granted my PR so I decided to treat myself on a vacay to Hawaii seeing as I have to leave and re-enter, now my concern is I have been reading up on flagpoling and admission to drugs and that this can be terms for dismissal in the future. The online application for my ESTA asked if I had ever been refused to US which if I answered yes I couldn't proceed so I answered no and now reading otherwise. Does anyone have any advise on this topic?

You need to post this question to a US immigration forum. However no matter what you do, answer all questions truthfully. The US is far less tolerant when it comes to misrepresentation.
You are admissible since that was in your youth, however you'll need a waiver of inadmissibility which is a very lengthy process, and then a visa unless you became Canadian by then. In the mean time, don't attempt to enter the US regardless of whether you had ESTA approved or not.

Tthe administrative refusal received when flagpoling is not a real refusal and doesn't need to be declared in future; this has been confirmed many times by US CBP. The fact that the officer told you that you have to declare it indicates that you received an actual formal refusal.
