Refusal-Purpose of visit

it took a month and i was rejected for one reason "purpose of visit" .should i apply for the 2nd time ?

I am engineering Graduate (Software Engineering).
I applied for a professional diploma course in one of the public college .
Attached Papers for Visa-
Study leave from my employer ,letter in favor of high comission
recommendation letter from professor .(course content of diploma is highly advance and it was very basic in his engineering degree ,while this diploma starts with very basic level to the depth)
Bank statement of CAD25,000(2 years diploma fee is 9000)
Property papers translated of worth 30 million PKR or more of irrigated land and home in village and city
Official Transcripts with copies
Affidavit of Support from my father
Fathers source of income
Strong SOP
3 years of experience certificates
Photocopies of parents passport
