To start with, since the Vo did mention in black and white " The applicant has been refused SP before" it clearly indicates that his decision is biased. As per Yaqoob v. Canada (Citizenship and Immigration), 2015 FC 1370 (CanLII), Visa officers should have an impartial and objective decision on the application before them based on the evidence submitted in support of it. I have to agree with the other members that changing your program made you look bad. However, I would still stress that having " Dual Intent" is absolutely not a reason to refuse an SP. If you have some money to spare, I would advise you to hire a lawyer and go for a judiciary review of your application.

wrong. you have you declare your previous visa refusals on your application. The decision is not biased as the decision is made on your application alone and evidence shows previous refusals.

Thanks for the feedback. I only changed my initial program after I defended it in my re-application SOP, and the visa officer still refused to accept my explanation.
You can try for Graduate Programs from universities located in Smaller Provinces or those located in remote location and take your chances. Try for MBA or Course based Masters in Management related programs.
Is it still ok if I switch since I've already been refused multiple times? Or is it better if I defend my existing program and explain why it is a progression of studies contrary to what the VO claims? Thanks!
