Refund from college due to disease

I have applied for study visa in October 22 and got my study visa from IRCC for May 23 intake in December 22 . I deferred my course in Fanshawe College from May 23 to September 23 intake due to Chronic Dry eye disease that I am suffering from Feb 23. As I am not cured of my disease I am unable to travel to Canada and join my course of September 23 and so I have applied for refund from college. But as I have approved study visa they are asking me to withdraw my study visa. Kindly help in the matter.

This is an issue between you and Fanshawe so you need to discuss with them. You have an approved study permit so Fanshawe has to advise IRCC that you are not attending to cancel your visa. Whether you are eligible for a refund depends on the policy.

So visa could be cancelled only if College asks IRCC to cancel it and not directly if I put my concern to IRCC through web form?

You can try by contacting through webform or email asking to cancel your study permit. May need to contact the office that approved it. If that doesn’t work then Fanshawe will be contacting IRCC to let them know you are not studying.
