Refund for Right of Residency fee

Hi all,
I recently had my first application for express entry refused. I paid both the application fee and the right of residency fee. My question is does anyone know roughly how long it takes for them to refund the right of residency fee? I have a limited time to reapply and really could use the funds back. Thank you for your help.
