do my references have to be Canadian for passport application?
My guarantor is Canadian but references are not

References don't have to be Canadian or have a Canadian travel document. As long as they know you for 2+ years and they are available to take calls from IRCC then they can be references.

Guarantors need to be adults with a Canadian passport and know the applicant for 2+ years and sign the back of one of your photos and the guarantor section on the application
