On the instructions for the passport application, it says that the references can not be your relatives. I was wondering if I can use my mom's brother and his wife as references?

I just used a colleague at work and a friend as guarantor/references. You just need to find some non-relative that is a Canadian who has known you for awhile. You don't have to be personally close to the person, just someone that has known you for awhile.
References cannot be any relatives. However you can use a relative as a guarantor so long as they have Canadian citizenship and have a valid Canadian Passport.
CIC can use the passport number to verify the identity of the guarantor.
