Reference Letter to be addressed to whom?

Hi,

One of my previous employers to get reference letter in the format which i asked but informed that they cannot mention "To Whom it may concern".

They are asking me to provide the immigration authority name.

What should i provide?

You won't be able to put names so this needs to satisfy them
