Recommendation for University which accepts low Cgpa under 60% For M.eng in Canada?

I have graduated in B.Sc in Computer Science in 2016. My Cgpa is 2.92 (Total 59% marks according to my university and Last 2 years have 65% marks). Ielts 6.5 (L-7, R-6.5,W-6.0,S-7). Also, have 2.5 years of experience as a Quality Assurance Engineer in MNC.

So now I want to pursue a Course based masters program in Computer Science. Can it possible to get any chances with this profile or should I have to go for PGD Courses? But I heard the visa rejection rate is high for PGD courses now a day.

Unfortunately your marks are too low for a masters program. Applicants will need at a minimum high 70s. For the best schools you'll need in the 80s.

But I found the University of Manitoba, Ryerson University accepting above 55% marks. Should i apply on those cause i have a small amount of opportunity? So would it be a wise decision to go for postgraduate diploma program?

For a masters program? It may say that to apply you have to meet the minimum average of 55% but in reality the gpas accepted are much higher. You can email to course coordinator and ask for the acceptance average from last year.

Canada has become the "hot" destination for international students because diversity is welcomed (Trump deterred many international students) and there is an easy path to PR. 10 years ago international students would have much lower acceptance averages than Canadian students. That is not the case anymore.
