Last September I landed in Toronto but I haven't received my PR card yet. My husband and I had to submit the photos again so I guess that's why we haven't received the card yet. Anyways, we would like to spend Christmas in the US. Is there any way to leave and re-enter Canada without the PR card?

Yes, when you will come back to Canada...Officer can validate that you are PR from your COPR
One thing I would recommend is checking with bus company as I am not sure what rules bus follow but I can assure you if you drive in car to/from Rochester, you should be good.
Its just that when you fly, airlines wants to see actual card and don't know if bus guys would have similar rules
You can not take any commercial transport... you can only drive (your car, friend's car, rental etc just not commercial such as bus, train...) or cross the border by walking. Commercial company such as Greyhound will not board you, that's the same as for airlines.

Well it was slightly a joke but then I forgot people actually do travel from state to state on a motorbike and maybe folks close enough to the border may also use bicycle.

You can apply for PRTD (Permanent Residency Travel Document) while you are in US and use that document as a proof. This is some information I found while reading other blogs.
