Hi, I am a recent masters graduate and current Ph.D. student in Ontario.
As the regulation stated (
O. Reg. 422/17: GENERAL (ontario.ca))
2. The applicant must not be currently enrolled in studies, unless it is for the purpose of meeting the requirements to be licensed in a regulated occupation in Ontario, or unless the applicant is working on a full-time basis in Ontario.
I was wondering if I cannot apply for PR while pursuing Ph.D., even if I graduated from my masters degree few months ago.

You cannot apply through the OINP Masters Graduate Stream since you are currently a student.
However you could apply under other programs (e.g. Express Entry once draws restart).
No. Only if you are a student who is also working full-time or your studies are for the purposes of being licensed in a regulated occupation in ON (usually a PhD does not fall into that category). In your case it might be best to finish your PhD and then apply under the PhD stream.
