I am from the US. I applied to extend my stay as a visitor so that my partner and I could apply for permanent residency through common law. I received a noticed that I needed to provide a copy of my passport, not sure what was wrong with the copy that I sent. So I re-uploaded my passport. Then a week later I got a letter of refusal. But what's weird is that the refusal is not at all what I applied for. Here's what the refusal said:
Based on your application and accompanying documentation that you have provided, I have
carefully considered all information and I am not satisfied that you meet the requirements of the
Immigration and Refugee Protection Act and Regulations. Your application as requested is
therefore refused.
[X] Immigration Legislation requires that every foreign national in Canada must hold a valid
passport, identity or travel document. As a foreign national in Canada, you have not produced
evidence that you are in possession of such a document and that it is valid for the duration of
your stay in Canada.
I'm so confused. I did not apply for the Immigration and Refugee Protection Act. What do I do now? This makes absolutely no sense to me.

This is a standard statement referring to Canadian immigration law. It doesn't mean you applied as a refugee. It's perfectly normal to see these words in a refusal.
What exactly did the letter/email say requesting your passport?
So what can I do now to stay in Canada?
This is what the letter said asking for my passport:

on what basis were you here in the first place? Sounds like they were looking for a copy of whatever visa/permit allowed you to be here?
I came in as a visitor from the United States. I am a U.S. Citizen. I have a valid passport.
You know what I just realized. They requested a copy of my passport so I went online to the cic sign in where I submitted my application and receive all correspondence and uploaded my passport. I thought all I had to do was upload it. I didn't realize I had to re-submit it. So I got an email that there was a new message in my cic account on July 6th. But there was no new message there. That's when I realized that the upload of the copy of my passport wasn't actually submitted. So I submitted it. Now reading over the initial request for my passport I realize that it needed to be received by June 30th, which it wasn't because I didn't realize I had to re-submit it. So I guess they didn't receive the copy of my passport on time and that's why I was refused. Is there anything I can do at this point? What should I do to stay in Canada? I really need to figure this out ASAP. Any help at all is greatly appreciated.
You're out of status in Canada now. So you will need to apply to restore your status back to visitor.
Ok so basically what I do is apply to restore my status as well as reapply for the extension? Do I have that right?
