My parents applied for visitor visa to Canada from India in April 2021. The application did not move for many months and we even requested withdrawal of the application 4 months ago as my mother had to travel to Australia. Today both my parents received PPR for visa but my mother is already in a third country (Australia) for about 2 more months and the father is still in India. Can anyone tell what to do in this situation? Can my mother submit her passport to Canadian consulate in Australia and my father submit in India separately?

You need to contact IRCC to arrange stamping in another country. It will take 1-2 months to get a reply so consider where your mother will be around that time period. Your father should be able to get his stamping if he is in India. Is your father the primary applicant?
