Received no confirmation email

Hello there
I am from Bangladesh and I have applied for study permit at Concordia university. I tracked my application today and its showing the following massage
Your Decision has been dispatched from the Canada Visa Office, Singapore on 08/12/2017 to the Canada Visa Application Centre DHAKA. You will receive a SMS & Email notification when your decision envelope arrives at the Canada Visa application center where your application was submitted.

I haven't got any confirmation email or anything and very stressed what does it mean. How can i know if it has been approved or rejected? please help
