It's now been 5 months since I received my pre-arrival letter, but no update for COPR. I checked with the IRCC helpline and they said my application is sitting in Whitehorse, Yukon. I call the line every week but they still say the application hasn't moved. I'm concerned that my application is going to be forgotten in the Yukon office. Is there anything more I can do to make the process faster? Do you guys think getting help from an MP would work? The funny thing is that with a pre-arrival, despite the claims in the letter, I am not able to use any of the governmental services, such as language learning unless I have a COPR letter. Please help in this regard.

How have you applied for PR? It's not unusual for their to be a multi-month gap between the pre-arrival letter and COPR. The pre-arrival letter doesn't necessarily mean IRCC has completed all reviews related to your application. What is the status of your application online? Can you see which stages have been completed? Is anything like background or eligibility still pending?

I applied in December 2020 through the start-visa program. They only say it's under review but they had asked for a lot of document updates. Even my medical has been passed. I am told that when an applicant receives a pre-arrival letter they have been eligible for the program and it's only background checks which don't take longer than a month realistically.

I wouldn't necessarily agree with all of that. Background checks can take multiple months depending on an individual's history / background. It's inaccurate to say the longest this can take is a month. We also see people get pre arrival sometimes when eligibility is still in progress. Can you not see the status of your application online to see what has been completed and what is still in progress? And yes, you can certainly try reaching out to your MP. Good luck.
