I'm reapplying to the FSW PhD Stream. The response to my first application claimed I was ineligible because I did not provide evidence of being in the PhD stream. I'm reapplying with this evidence.
On form IMM 5669 (Schedule A Background/Declaration) question 6 D I'm asked:
"Have you...been refused refugee status, an immigrant or permanent resident visa or visitor or temporary resident visa, to Canada or any other country?"
Do I have to answer "YES" to this question? I was not refused, I was simply told I wasn't eligible to apply.
