I would like reapply for under the Skilled Worker, as previously due to many unforeseen circumstance I returned back to my home country. My son is a Canadian Citizen but still a major. I did not meet my 735 days, just sort of 31 days. I did appeal up to Federal Court but my case was dismiss. Now I am planning to reapply again.
What are my chances of getting it again , also do I still need to sit for my IELTS again for new application.

No one can tell you what your chances are. You will need to apply through the current immigration programs (i.e Express Entry, PNP). Your chances will depend on several factors, including your EE score, age. Have you determined your EE score yet? Do you qualify through EE?

My EE score is 65 , I need to redo my score, I am not sure if my son who is Canaadian Citizen carried any point for me, but he is only 7 years old and reside with us here in our home country

OP, even if become eligible for EE, you still need a high CRS score. Not sure if you will have a high enough score for ITA based on low eligibility score. Do you have recent ECA? Do you have Canadian education?
Well, then my chances of reapplying is very thin. Probably will just remain in my home country, My son can return back to Canada whenever he is ready, since he is a Canadian Citizen. I wonder, do I need to inform the Embassy here in my home country, that my son is here with me since he is a Canadian residing abroad. I hope it won't effect him to return back to Canada in future.

You don’t have to inform anyone that your son is not in Canada. He can return when he is older. FYI - getting even a TRV for you will be difficult as your son is a citizen.
Last draw was 490. 400 is far far too low to be selected. Even if you have a job offer and approved LMIA which would get you 50 points, you'll still be too low.
