Reapply for ETA?

Hi there. My partner is from the UK and came to Canada as a visitor for two weeks in July 2018. He wants to immigrate here. However, we have received his police certificate and it has some items on it. He legitimately did not recall these incidents as they occurred 10+ years ago. He wants to reapply for his ETA so that it matches his criminal record (everything is release - no charge.) Should we reapply for an eta? Or just come to Canada and sponsor? I’m worried if it shows he’s been to Canada on an ETA that states no history he will be flagged as misrepresentation. I’ve also read the ETA is linked to your passport and there’s no way of cancelling it. Thank you.
